WHAT ARE THE STEPS IN TOBACCO-FREE POLICY IMPLEMENTATION?
You’ve completed the first half of the process – policy adoption. The next step is implementation. Use our resources to help you turn that policy into a reality on your campus. The most successful tobacco-free college policies are passed approximately at least six months before the policy goes into effect. The months between adoption and implementation are spent educating students, staff, faculty and the public about the policy and the free cessation resources tobacco users can use before the policy goes into effect. Here are steps you need to easily and effectively implement a Tobacco-Free Campus policy:
Develop your implementation plan as you are working on your adoption strategies.
Make sure that as you are following the steps to policy adoption that you have laid out your timeline to implement the policy. This way moving from adoption to implementation can be seamless.

Use your allies to form a tobacco-free campus committee.
Form a tobacco-free campus committee to help you through the implementation process. The committee should consist of student health professionals, students, campus public information professionals, student affairs, faculty senate representatives and others representing staff. This group is responsible for developing and executing an implementation plan. The committee also would be responsible for any ongoing evaluation of the policy.
Develop a compliance plan
The plan is primarily a timeline of activities to effectively publicize the policy and promote resources to help tobacco users who want to quit. In the compliance plan, consider ways to reach each audience. That may be through newspaper articles, reminders at school events, announcements at faculty senate meetings, radio programs, signage and other communication tools. Communicate the policy
Consider the people who need to know about the policy. That’s usually students, faculty, staff and the public.
Use the checklist to provide strategies in helping your communicate the policy.
Educate students, faculty, staff and the public about the harms of tobacco use so that they may be receptive to policy implementation.
Implement the policy
• Send out a press release publicizing policy.
• Set up tables at well-traveled areas on campus to provide materials celebrating the policy and give away information about cessation opportunities.
• Announce policy at all athletic events, meetings, concerts and plays.
• Have students develop and/or deliver announcements.
• Post a copy of the policy and a list of cessation resources in staff lounges, offices and newsletters.
Evaluate the policy’s effectiveness
Collect stories about the policy’s effect on students, faculty and staff. Solicit feedback about the policy from members of the public, including visitors. Identify problems with compliance, implementation and communication and develop solutions.
Remember, most violators simply need to be reminded of the policy. Use our handy reminder cards to help students, faculty and staff about local resources on how to quit.
Be especially vigilant about promoting compliance during the first few months of the policy’s implementation. Place signs and other promotional materials prominently throughout campus buildings and property.
